About One ME
In October of 2001 the Office of Substance Abuse
was awarded a State Incentive Grant of 9 million dollars
from the Substance Abuse and Mental Health Services Administration. Maine
proposes to achieve reductions in the following areas—past
30 day use of tobacco (15% reduction) and binge drinking
(10% reduction) in 12 – 17 year olds by the end of
this grant. The One ME – Stand United for Prevention
is the State Incentive Program working toward these outcomes.
To meet these outcomes One ME is coordinating the funding
and prevention resources within the state that are directed
at communities, families, youth (ages 12 -17), schools
and workplaces. One ME is also developing and implementing
a comprehensive prevention state system. This long-range
prevention program system is to ensure that all State prevention
resources fill identified gaps in prevention services targeting
youth ages 12-17 throughout the State with science-based
prevention programs.
The One-ME funding is spread over the next three
years, $3 million each year. An additional $20,000
will be available for training in Year 1. Eighty-five percent
of the money will be awarded to “subrecipients” through
a Request for Proposal process. (This means that $2,555,000
will go directly to communities for substance abuse prevention
programs.) The remainder of the money will provide for
a comprehensive evaluation of the project, funding three
positions, and assorted expenses such as training and administrative
costs.
